Work on roofs – commercial & industrial buildings

SafeWork NSW · Updated Code of Practice now in effect

Harness & fall arrest

Clearer rules distinguishing total restraint, restraint technique and fall arrest. New specific guidance on SRLs and leading-edge devices.

Permanent access required

Roofs with regular maintenance (HVAC, solar, antennas) must have permanent higher-order controls — temporary measures no longer sufficient.

Solar = mandatory review

Installing PV arrays now triggers a full reassessment of all fall controls — existing harness systems may no longer meet compliance.

Electrical safety in roof spaces

Roof space entry now requires de-energising the electrical installation — including solar cables that remain live when the main switch is off.

Psychosocial hazards

PCBUs must now formally manage psychosocial risks as part of the roof work risk management process — a new addition to the Code.

Scaffold licensing rules

4m+ fall risk scaffolds require a high risk work licence, handover certificate and re-inspection at WHS Regulation prescribed intervals.
